Child
Development Agency

also undertook a Strategic Review of Children’s Services.
This formed the basis for a Cabinet decision to establish the Child
Development Agency. The Child Development Agency will amalgamate
the services of the Children’s Services Division, the Adoption
Board and the Child Support Unit. The CDA will seek to improve the
Management of children’s services in Jamaica and will execute
the mandate of the Adoption of Children’s Act and the Juvenile
Act, which will become the Child Care & Protection Act.
The CDA is created
under the provisions of the Executive Agencies Act and became an
Executive Agency on April 2003.
Implementation
of the CDA has been occurring on a phased basis since the Cabinet
decision to establish the agency in 2000.
In Phase 1 a
Steering Committee comprising the MOH, CSD, CSU, Adoption Board
and the Cabinet Office was set up to guide and monitor progress
and process and the Special Envoy for Children, Ambassador Marjorie
Taylor conducted briefing sessions with staff members and experts
from overseas.
Phase 2 began
in July 2001 with the recruitment of a Project Manager whose task
was to work along with staff to enable the structural, organizational
and operational changes that are required for delegation and smooth
transition to agency status.
Among the activities over the past two years have been the development
of:
- Organizational
Structures,
- Financial
procedures manual, job descriptions, staff training
- Human
resources policies and procedures have been established
- Framework
document prepared
- Business
processes mapped and reengineered.
In December
2002, the Services Commission appointed the CDA’s Chief Executive
Officer - Miss Alison Anderson. She was the Project Manager for
the CDA and is a former Lecturer in the Department of Government
at the UWI, hold masters degree in International Relations.
