Finance Manager – HIV/STI/Tb Unit

JOB PURPOSE

To manage the finance component of the HIV/STI/Tb Unit in ensuring compliance to the relevant financial policies and procedures.

 

RESPONSIBILITIES (TECHNICAL/ADMINISTRATIVE/PROFESSIONAL)

  • Manages the financial performance of the HST
  • Provide technical support for the activities of the Finance component of the PCU
  • Ensure that effective and efficient mechanisms are in place to support accurate and transparent internal controls and management of project resources
  • Develop procedures for regular review of financial performance against budget and work plan activities.
  • Contribute to the review and update of the operations manuals, guidelines and procedures as the need arises
  • Coordinate the preparation of all budgets for Submission to the MOF & PS
  • Contribute to the preparation process of revised budget to reflect finalized work plans
  • Coordinate the quarterly review of budgets at the PCU and SR levels
  • Coordinate the establishment of systems and provide guidance for the monitoring of programme expenditures to ensure that they are in keeping with allocation and ensure that key persons are notified of any deviation
  • Review monthly preparation of cash flow and warrant request, liquidation reports for all Projects MOH and MoF & PS
  • Manage the preparation of all financial reporting including financial statements, Financial Management Reports according to the donor organizations requirement as well as GOJ
  • Liaise with Project stakeholders to ensure timely and accurate submission of information flow and reports.
  • Ensure that books of accounts are maintained in accordance with funding agencies (GF, USAID, UNICEF, UNAIDS and GOJ) regulations
  • Participate in the development of procedures for monitoring the Workplan implementation of the PCU and other Implementing Stakeholders
  • Work with component leads to achieve strategic plans & objectives of the HST
  • Advise on and direct the design & implementation of financial policies & procedures which result in increased performance.
  • Ensure training of field implementers in relation to their approved work plan for the effective and efficient financial and procurement management of approved resources. Oversee the training for SRs with regards to all procurement and finance related matters
  • Coordinate field visits to Implementing Stakeholders and the preparation of the corresponding reports
  • Assist field implementers with resolving implementation bottlenecks with regards to financial resources utilization and accounting
  • Manage and provide technical support for the hiring of auditors and preparation of audit schedules, financial statements for audit of all projects on a timely basis and the conduct of the audit, in addition draft responses to audit findings
  • Prepare Audit Action Plans in response to relevant Audit Findings
  • Review audit schedules and Annual Financial Statements prepared for audit
  • Conduct Systematic check of ACCPAC entries to ensure accuracy
  • Assist in the preparation of requisite journal entries and entry into ACCPAC
  • Facilitate the process of ensuring the safe custody of all field implementers financial records
  • Ensure a mechanism is in place so Implementing Entities are adequately funded throughout the implementation period
  • Supervise the maintenance of the Fixed Asset Register and physical verification of assets and inventory
  • Ensure that mechanisms are in place and functional to secure assets procured by Implementing Entities
  • Facilitate the coordination of the consolidation of all financial transactions into final accounts at the end of each financial year in accordance with GOJ regulations and other grant regulations
  • Provide guidance/advice to the Senior Medical Officer on all financial related matters
  • Monitor the deliverables of the finance component to ensure targets are met within the required timeframe
  • Supervise the activities of the Finance team and provide guidance to ensure compliance with GoJ, donors guidelines, Implementation Agreement and the Operations Manuals.
  • Be the overall head of the Finance Component of the PCU
  • Ensure that effective and efficient mechanisms are in place to support accurate and transparent internal controls and management of project resources
  • Develop procedures for regular review of financial performance against budget.
  • Contribute to the review and update of financial manual as the need arises
  • Lead the preparation process of revised budget to reflect finalized work plans
  • Coordinate the Quarterly review of budget in keeping with actual expenditure
  • Coordinate, support the establishment of systems and provide guidance to the monitoring of programme expenditures to ensure that they are in keeping with allocation and ensure that key persons are notified of any deviation
  • Coordinate monthly meetings with direct reports
  • Facilitate the safe custody of all field implementers financial records
  • Quarterly check and balancing of Petty Cash float with custodians
  • Coordinate payroll related matters – correspondence transmittal, checks for accuracy, payment of cheque, advances to staff, recoup of advance, reconciliation of records of the payroll dept with the NHP
  • Consolidate all financial transactions into final accounts at the end of each financial year in accordance with GOJ regulations and other grant regulations
  • Provide guidance/advice to the Senior Medical Officer on the operations of the Programme
  • Any other duties assigned from time to time.

 

REQUIRED COMPETENCIES

  1. Demonstrated management experience with clear appreciation for the dynamics of government operations and good understanding of the multi sectorial approach to the HIV/AIDS response.
  2. Good understanding of government management regulations at all levels.
  3. Ability to work in a team.
  4. Excellent oral and written communication skills.
  5. Proficiency in the use of relevant computer applications.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • A Master’s Degree in Business Administration or Accounting, its equivalent or related field from a recognised University.
  • Relevant working experience in Financial Management of at least 5 years
  • Experience and knowledge in Project Financial Management, Disbursement and Procurement procedures.
  • Experience with donor funded Projects for at least two (2) years
  • Must have a good understanding of Government financial management regulations
  • Training in project management, procurement methodologies and project financial procedures will be a distinct advantage.
  • Proficient in Microsoft Office
  • Must possess good communication skills
  • Must be confidential
  • Experience with the use of ACCPAC software.
