Sandra Graham has over 15 years of experience in Managing Change and Communication.She is the Change Management Specialist in the Ministry of Health and, therefore, heads Inter-disciplinary Transition Team (IDTT). She is responsible for developing the framework that is being used to manage the Ministry’s restructuring and, which is being used as a template across the public sector. Mrs. Graham, whose career in the public sector spans twenty-seven (27) years, was a key player in the groundbreaking establishment of Executive Agencies. She developed the handbook, The A-Z of Executive Agencies, which is being used to guide entities that are being converted to Executive Agencies. Mrs. Graham’s in depth knowledge of and keen interest in Government policies and programmes led her to write two books, In Search of a New Jamaica: A Determined Fight for Good Governance, The Transforming Landscape of Jamaica. Mrs. Graham is also a veteran in government communications. She pioneered, among other successful public education campaigns, the implementation of a strategic communications programme for the abolition of user fee policies in Jamaica in 2007. She holds an MBA in Public Service from the University of Birmingham.
