Assignment Title:  Free and Open Source Electronic Health Record (EHR) Assessment Consultant

The Government of Jamaica has received financing from the Inter-American Development Bank (IDB) toward the cost of the Support for the Health Systems Strengthening for the Prevention and Care Management of Non- Communicable Diseases Programme, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will include conducting a technical and functional assessment of four to six free and open source EHR solutions in use globally to determine whether they meet Jamaica’s core clinical and administrative needs for an electronic health record, and whether the information systems can be technically scaled to the national level. The assignment is for a duration of three months.

The Ministry of Health and Wellness now invites eligible individual consultants to indicate their interest in providing the Services. The requirements are:

  • A post-secondary degree or equivalent experience in computer science, health informatics, health/hospital administration, public health, or business administration, or related field
  • Experience:
  • Minimum of 5 years of experience working in multi-stakeholder environments;
  • Minimum of 5 years of experience procuring or evaluating enterprise-level software;
  • Experience with electronic health record or other e-health solutions.

The attention of interested Consultants is drawn to paragraph 1.9 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9, March 2011, setting forth the IDB’s policy on conflict of interest.  A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the IDB’s Policies.
