The Government of Jamaica has received financing from the Inter-American Development Bank (IDB) toward the cost of the Support for the Health Systems Strengthening for the Prevention and Care Management of Non- Communicable Diseases Programme, and intends to apply part of the proceeds for the selection of a Procurement Officer and an Assistant Procurement Officer to complement the Project Execution Unit.

PROCUREMENT OFFICER
OBJECTIVES The Procurement Officer, under the general direction of the Procurement Management Specialist/ Procurement and Administration Manager, will be responsible for supporting the execution of procedures for the timely and cost effective procurement of goods, works and services in accordance with the GOJ’s and IDB’s stated procurement policies, procedures, and guidelines, the provisions of the project operating manual, and generally accepted public/ethical standards.
QUALIFICATIONS AND EXPERIENCE

 

·         First Degree in Business Administration, Management Studies, Project Management or any other relevant field, from a recognized University;

·         Working knowledge of procurement policies, practices and procedures of international development partners (IDPs) (e.g. The IDB or World Bank) or technical cooperation agreements, as well as good knowledge of the institutional, technical and legal aspects of public procurement.

·         At least five (5) years  experience working with projects funded by the Inter- American Development Bank or the World Bank.

·         At least three (3) years in government procurement management with responsibility for purchasing, procurement and contract management activities.

ASSISTANT PROCUREMENT OFFICER
OBJECTIVE The Assistant Procurement Officer, under the general direction of the Procurement and Administration Manager, shall assist in the implementation of all procurement related activities of the Project ensuring the timely delivery of goods and services to the MOH by supporting the development and maintenance of an effective monitoring, administrative and reporting procurement environment
QUALIFICATIONS AND EXPERIENCE ·         First Degree in the Social Sciences with a major in Management Studies, Business Administration or its equivalent.

·         Training in Government of Jamaica and International Funding Institutions (World Bank or IDB) procurement procedures.

·         Three years work experience in the field of procurement including working with projects funded by international agencies.

·         At least two (2) years experience in government procurement.

The attention of interested Consultants is drawn to paragraph 1.9 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9, March 2011, setting forth the IDB’s policy on conflict of interest.  A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the IDB’s Policies.
