REQUEST FOR EXPRESSIONS OF INTEREST – Short-Term Technical Assistance (Consultancy) Review and Finalization of The Draft National Policy for Medical Waste Management and The Draft National Guidelines on the Management of Medical Waste

The Ministry of Health and Wellness along with the Regional Health Authorities (RHAs) Agencies and related organizations make up the public health system and are responsible for healthcare delivery across the island. A Ministry of Health study in 2005 indicated that approximately 1596 tonnes of waste is generated annually. 

Over the years, medical waste management has been plagued primarily with poor segregation and minimization strategies and practices. This has resulted in an overwhelming increase in medical waste, which until these issues are addressed, will always overburden the capacity of the system to treat and dispose of waste. With 83% of the total medical waste being generated by the health facilities in the public sector there is a great need for educated practitioners to handle medical waste.

 

GOAL OF CONSULTANCY

To engage the services of a Consultant to undertake a review of the draft National Guidelines on the Management of Medical Waste and the draft National Policy on Medical Waste Management with a view to produce a final policy and guidelines document.

 

SCOPE OF WORK

The Consultant is expected to produce a work plan and implementation schedule to reflect the following tasks

  • Undertake desk research and literature review
  • Apply specialist knowledge in evaluating the existing policy and guidelines
  • Determine if policy and guidelines are aligned with stated goals and objectives
  • Consult with internal and external stakeholders to ensure inclusion of relevant factors
  • Identify benefits, disadvantages, and omissions in existing policy and guidelines
  • Ensure that policy and policy amendments meet legal requirements
  • Report on findings and proposing amendments to existing policy and guidelines
  • Submit proposals for review
  • Edit and finalizing new policy and guidelines or amendments as required
  • Document processes and disseminate information to stakeholders

 

MINIMUM QUALIFICATION AND EXPERIENCE

 Education

  • Master’s Degree in Public Policy, Public Administration, Political Science or another closely related field.

 

Experience

  • Minimum 10 years of professional experience in policy review and development
  • Extensive experience in determining if policies align with objectives
  • Exceptional ability to determine policy oversights and omissions
  • Advanced ability to recommend new policies or amendments and prepare draft versions
  • In-depth knowledge of legal considerations relevant to policies
  • Advanced knowledge of conventions and standards in policy writing
  • Ability to collaborate with internal and external stakeholders
  • Experience in preparing reports and presenting findings
  • Excellent recordkeeping and communication skills
