BACKGROUND

The National HIV Programme (NHP) has been in existence since 1982. The Ministry of Health and Wellness (MOHW) is mandated by the Government of Jamaica to coordinate and lead the implementation of the national HIV response. The programme was solely managed by the Ministry of Health and Wellness until 2013 when the programme was split between the National Family Planning Board (NFPB) and the HIV/STI/TB Unit (HSTU). Currently the HSTU and NFPB jointly lead implementation of the national HIV/STI programme. The NFPB manages the Prevention and Enabling Environment components and the HSTU manages the Treatment and Strategic Information components.

The current structure negatively impacts programme coordination and effectiveness. Stemming from this is the need for there to be a governance framework that centralizes the management and coordination of all components of the NHP within the MOHW. The strategies to mitigate these negative impacts include the integration of the HIV Programme leadership into a single unit within the MOHW. It is believed that this re-integration will improve programme coordination.

This integration process will enhance the sustainability of the HIV response as it seeks to reduce fragmentation and streamline the HIV response both at the national and community levels in keeping with the Primary Health Care Reform Plan, resulting in improved efficiencies in the utilization of scarce resources.

The Ministry of Health and Wellness hereby seeks to employ a consultant for the integration of the HIV Programme at the national level.

OBJECTIVES

The engagement provides for the re-integration of HIV programme into the Ministry of Health and Wellness.

Specific Objectives of the consultancy:

  1. To propose a structure for the MOHW HIV Programme
  2. To develop draft job descriptions (JDs) for the staff within the integrated MOHW HIV Programme

SCOPE OF WORK

The incumbent will be responsible for designing the structure within the MOHW for HIV Programme Management.

  1. Review the current structure of the HIV Programme in the MOHW and NFPB
  2. Review the NFPB integration documentation
  3. Conduct a review of the HIV Programme structure – regional and internal

 

DESCRIPTION OF DELIVERABLES

DESCRIPTION
Product 1: Inception Report and Work plan The Inception Report and Work Plan will:

·         outline the methodology and schedule for key activities under the contract.

·         consist of Gantt Chart which sequences the deliverables and tracks the interdependencies of the tasks that are to be undertaken to achieve the objectives of this assignment. 

·         detail stakeholders’ roles and responsibilities in achieving the main outputs.

·         provide indicative procurement actions that will be required to deliver the outcomes of the assignment (if any)

·         outline a risk framework for the project.

 

Product 2: Situation Analysis  

Report outlining the findings for the review of the structure of the NHP, stakeholder consultations and recommendations.

 

Product 3: Structure of Integrated HIV Programme Report on the proposed structure within the MOHW for HIV Programme Management including draft job descriptions
Product 4:  Progress  reports Monthly progress report to the Permanent Secretary outlining the status of key responsibilities in the Terms of Reference (TOR) and on the progress of the activities. The reports will also detail:

ü  Risk Management

ü  Implementation challenges and mechanisms to keep the projects on track.

ü  Next steps

 

Product  5: Final Report The final report   will outline the activities during the contract period, lessons learned, the conclusion as well as an implementation plan with timelines.

TIMLEINE OF THE ACTIVITY

The duration of the assignment is for eight (8) months.

REPORTING RELATIONSHIP

The consultant will report directly to the Permanent Secretary, Ministry of Health and Wellness.

MINIMUM QUALIFICATIONS, EXPERIENCE AND SKILLS

Qualifications

  • Master’s degree in Health Administration / Public Administration, Public Policy or related fields.
  • Minimum of five (5) years of relevant work experience where work of similar nature was undertaken; candidate must provide at least three (3) references from these organizations.
  • Ability to work on his/her own initiative.
  • Excellent communication, facilitation, interpersonal and management skills
  • Strong research, problem solving and analytical skills.
  • Attention to details.
  • A valid Taxpayer Registration Number (TRN) and reliable Motor Vehicle

EVALUATION OF THE CONSULTANT

The procuring entity shall evaluate the CV on the basis of their responsiveness to the TOR applying the evaluation criteria and point system specified as follows:

SPECIAL TERMS AND CONDITIONS

By accepting the contract associated with this TOR, the successful applicant (the Consultant) agrees unequivocally to the following terms and conditions:

  • That he/she will adhere to the specifications of the “delivery and payment schedule”.
  • That the submitted financial proposal includes all applicable charges relevant to the execution of activities associated with this project. Activities include (but not limited to) travel, material, accommodation, etc.  In other words; no charges will be entertained that would not have been included in the applicant’s financial proposal.
  • That for each payment in the said “delivery and payment schedule”, payment will be made only after submission of the relevant and appropriate invoice/payment request by the Consultant, and after its approval by the Senior Medical Officer, HIV/STI/TB Unit or by her/his designate.
  • That the Ministry of Health and Wellness (HST Unit) is the sole owner of all the materials deemed products of this contract.  The Consultant agrees and accepts that neither he /she, nor any member of his/her team may publish or otherwise use the said material without written prior permission from the Ministry of Health and Wellness (HST Unit).  This holds true during the life of the contract and at all material times thereafter.
  • That all members of the team composed by the Consultant, where applicable, agree to abide by all the terms and conditions of this agreement, as well as any other agreement reached in relation to this contract.
