Clinical Informatics Analyst (HPC/MO 3) (Vacant)

Salary range: $3,061,486.00 – $3,639,145.00 per annum

 

JOB PURPOSE

Under the leadership and management of the Director, Health Informatics, the Clinical Informatics Analyst works collaboratively across the health system to develop and maintain strong relationships with key stakeholders, ensuring clinical engagement with eHealth’s strategies, programs and services, and, in particular, clinical input and assurance into the design, development and delivery of digital / ICT systems. The role provides clinical management and champions for the implementation, advancement and optimization of digital/ICT systems across MOHW.

KEY RESPONSIBILITY AREAS 

Management/Administrative Responsibilities 

  • Develops Individual Work Plans based on alignment to the overall plan for the section;
  • Establishes and maintains various Clinical Informatics Committees/Technical Working Groups that provides policy insight and makes recommendations for the implementation of improved procedures and systems;
  • Prepares and delivers presentations related to Clinical Informatics matters as needed;
  • Participates in meetings, seminars, workshops and conferences as required;
  • Prepares reports and programme documents as required;
  • Maintains customer service principles, standards and measurements.

 

Technical/Professional Responsibilities 

  • Develops, implements and maintains a strategic approach to engaging clinicians within the Jamaican healthcare system, and across the broader health landscape, to provide input into the planning, design, implementation and ongoing delivery of digital/ICT systems and strategies;
  • Champions the use of design processes and assurance in the development and enhancement of ICT systems to ensure that the needs of users shape the systems’ functionality and user interface, and that digital/ICT systems support patient management and safety;
  • Combines knowledge of patient care, informatics concepts, and change management to work collaboratively with clinicians, other sections of IS4H and across MOHW and RHAs to coordinate and influence digitization efforts to meet clinical and business needs;
  • Researches and designs core clinical informatics systems relating to diagnostic solutions, incident management systems, electronic health/medical records, statistical data related to patient care and patient outcomes, to continually improve medical practices;
  • Examines existing medical care standards, protocols and practices to aid the revision and enhancement of the system bolstered by health informatics/e-health to ensure that patients are receiving the highest quality of care possible;
  • Implements Quality Assurance programmes, measures and monitoring, including performance reviews for the clinical informatics processes and systems
  • Manages the MOHW’s Clinical Health Informatics/e-Health approach to safety and quality in the use of digital/ICT systems, including overseeing frameworks, strategies and processes for the safe design and use of digital/ICT systems within the Jamaican Healthcare system;
  • Provides leadership on integrating analytics into clinical workflows and clinician adoption of analytics tools, including support of data extraction to support healthcare;
  • Champions the development of clinical informatics skills by clinicians, in partnership with key learning stakeholders in the MOHW and related agencies;
  • Provides timely and accurate expert clinical advice, research and analysis to support the IS4H Branch in the broader context of the commitments, goals and priorities of MOHW Health Informatics/e-Health;
  • Provides expert advice and input into ICT investment prioritization processes led by the Director, Strategic Health ICT;
  • Manages major clinical information system implementations and develop post-implementation strategies to support provider adoption/usage that promotes satisfaction for all clinical stakeholders;
  • Maintains a sound understanding of the total operations of the health system to identify potential areas for innovative digital/ICT solutions and to contribute to broader management decision making for health service improvement and reform;
  • Identifies best practices through review of international trends/experiences/approaches in health information systems, and then participate in the development of clinical content/clinical rules/decision support tools to support evidence-based medicine;
  • Develops and maintains effective, collaborative and influential relationships and networks across the health sector, obtaining cooperation and buy-in of key stakeholders to successfully lead and influence change across multiple disciplines, within a complex and federated organisational environment;
  • Works within an environment where technologies are subject to rapid evolution and change and being able to easily address new challenges and issues that are often without precedent in a timely and customer centric manner;
  • Manages the development of education, training, programmes, and services in Clinical Informatics for patient care, quality/clinical resource management, and performance improvements;
  • Keeps abreast of Information Systems for Health and e-Health initiatives to ensure adherence to international standards and competitiveness.

 

Human Resources Responsibilities 

  • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;
  • Assists with the preparation and conducts presentations on role of Division/Branch/Unit for the Orientation and Onboarding programme.

  • Reports are comprehensive, accurate and submitted within the required timeframes;
  • Stakeholder Relationships established and maintained in a harmonious and productive manner;
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
  • Individual Work Plans developed in conformity to established standards and within agreed timeframes;

Technical

MINIMUM REQUIRED EDUCATION AND EXPERIENCE 

  • MBBS and/or Specialty Medical Research & Business Processes Qualification;
  • Certification in Clinical Informatics;
  • Seven (7) years’ experience as Medical Officer with specialty in research/medical optimization in the private or public sector, with at least four (4) years at which at a management level.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB 

Work will be conducted in an office outfitted with standard office equipment and specialized software.  The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines, which will result in high degrees of pressure, on occasions. May be required to travel locally and internationally to attend conferences, seminars and meetings.
