The Government of Jamaica through the Ministry of Health and Wellness has received financing from the Inter-American Development Bank (IDB), toward the cost of the Support for The Health System Strengthening for The Prevention and Care Management Of Non-Communicable Disease Programme and intends to apply part of the proceeds for the procurement of consulting services.
The consultant will be responsible for providing communication and change management expertise to support the successful implementation of the Health Systems Strengthening Programme (HSSP).
The consultant will be responsible for leading and supporting programme activities and initiatives including monitoring the Communication and Change Management Consultancy Firm. This role will ensure successful delivery of programme objectives by developing and implementing comprehensive change and communication plans, defining goals, delivering messages, and evaluating and reporting performance outcomes.
The Ministry of Health and Wellness now invites interested eligible individuals to indicate their interest in providing the mentioned services by submitting their CVs bearing the requisite experience and qualification. These include:
- Advanced Degree in organizational change management, communication, public relations or related fields.
- Five plus (5+) years of experience in communication or change management or a combination of both.
- Extensive knowledge of change management best practices and tools, methodologies and frameworks.
- Proven experience in communication and change management within a project or program context.
- Experience in implementing communication activities in organizational change management would be an asset.
The attention of interested Consultants is drawn to paragraph 1.11 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15, March 2011, setting forth the IDB’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultants method and the Eligibility provisions set out in the IDB’s Policies.
