STRATEGIC OBJECTIVES OF THE DIVISION 

  • To develop, coordinate and lead the corporate planning and performance management and evaluation process in the Ministry of Health and Wellness, its departments and agencies;
  • To lead the implementation of performance improvement measures, to facilitate effective decision making; and to manage the business planning and performance reporting process for the Ministry and its portfolio entities;
  • To analyze all plans in accordance with the overall mission and strategic outcomes to ensure that they reflect the Government’s policies and the Ministry’s strategic focus;
  • To design and implement a Strategic Management Information and Programme Evaluation System;
  • To lead the Ministry’s compliance process, ensuring timely response to enquiries/requisitions of the Auditor General and the Office of the Contractor General Parliamentary Committees.

 

JOB PURPOSE                                                                                                                        

Reporting to the Senior Monitoring and Evaluation Analyst, the Monitoring & Evaluation Analyst ensures the effective implementation of the monitoring and evaluation policy; sets minimum monitoring and evaluation requirements for the Ministry and its portfolio agencies; ensures alignment of new programmes and policies.

KEY RESPONSIBILITY AREAS: 

 Management / Administrative Responsibilities

  • Participates in the development and implementation of the Section’s corporate/operational plan and budget ensuring the work of the Section is carried out according to plan and agreed targets achieved;
  • Provides technical advice to the Director, Portfolio Agencies and other relevant personnel on monitoring and evaluation process;
  • Assists in the development, implementation and maintenance of frameworks and procedures to guide the operations of the M&E process within the Ministry;
  • Prepares and submits performance and other reports as required and ensures timely submission of all documents/information requested from the Section.

 

 

Technical  Responsibilities 

  • Ensures the implementation of results-based monitoring and evaluation strategies, focusing on achievement of results:
  • Analyses requirements and synthesize proposals for the planning, preparation and management of programme/policy evaluations and other types of evaluations;
  • Inputs into the monitoring and evaluation work plan, analysis and proposals on areas to be evaluated;
  • Follows up on the updating of the monitoring and evaluation plan;
  • Promotes monitoring and evaluation standards, quality assurance/control and capacity development;
  • Contributes to the monitoring and evaluation annual reviews;
  • Develops and implements monitoring tools;
  • Supports effective management of results-based monitoring and evaluation processes;
  • Drafts and revises of Terms of Reference (TOR) for specific monitoring and evaluation activities and/or desk evaluations/reviews;
  • Drafts and reviews management responses to the evaluations;
  • Follows up on implementation of evaluation recommendations;
  • Undertakes quality assurance in the formulation of new polices programmes;
  • Contributes to the data collection and evidence for the completion of Results Oriented Annual Reports and other corporate reports;
  • Contributes to the establishment of statistics database;
  • Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Identifies and formulates lessons learned from evaluations and studies to be integrated into the broader Ministry’s knowledge management efforts;
  • Contributes to the implementation of Evaluation Knowledge Management and Learning Strategy;
  • Participates in results-oriented monitoring and evaluation training efforts in the Ministry;
  • Participates as appropriate in quality assurance oversight processes to contribute to the strategic positioning of the country office;
  • Keeps abreast of external trends and policy environment that impact directly on the portfolio responsibilities of the Ministry;

 

Other Responsibilities 

  • Such other related duties and responsibilities as may be required from time to time.

  • Recommends approaches to the implementation of the monitoring and evaluation agenda.

  • Monitoring and evaluation framework developed in accordance with established guidelines;
  • Monitoring and evaluation manual and toolkits developed in keeping with agreed timeframe;
  • Accurate and comprehensive reports prepared and submitted within the agreed time frame;
  • Technical advice provided are sound and evidence based;
  • Key performance indicators developed and communicated;
  • Risk management strategies developed;
  • Robust performance indicators and targets developed and linked to priorities and follow SMART and CREAM rules;
  • Reports are evidence based and produced within agreed timeframes;
  • The extent to which confidentiality, integrity and sensitivity are displayed in the execution of duties.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE 

  • Bachelor’s Degree in Management Studies, Economics, Social Sciences or equivalent qualifications;
  • Training in results-based/performance monitoring and evaluation or research;
  • Three (3) years’ experience working in a similar capacity.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software.  The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines, which will result in high degrees of pressure, on occasions. May be required to work outside of the normal working hours.
