Senior Monitoring and Evaluation Analyst, GMG/SEG 3

STRATEGIC OBJECTIVES OF THE DIVISION (in which the position is located):

  • To develop, coordinate and lead the corporate planning and performance management and evaluation process in the Ministry of Health and Wellness, its departments and agencies;
  • To lead the implementation of performance improvement measures, to facilitate effective decision making; and to manage the business planning and performance reporting process for the Ministry and its portfolio entities;
  • To analyze all plans in accordance with the overall mission and strategic outcomes to ensure that they reflect the Government’s policies and the Ministry’s strategic focus;
  • To design and implement a Strategic Management Information and Programme Evaluation System;
  • To lead the Ministry’s compliance process, ensuring timely response to enquiries/requisitions of the Auditor General and the Office of the Contractor General Parliamentary Committees.

 

JOB PURPOSE:

Reporting to the Director, Policy Monitoring and Evaluation, the Senior Monitoring and Evaluation Analyst is responsible for designing, overseeing, and participating in technical aspects of work related to performance monitoring and evaluation. They will also provide essential advice to the Director as to the outcome of the monitoring and evaluation exercises.

KEY RESPONSIBILITY AREAS:

 Management / Administrative Responsibilities

  • Contributes to the development and implementation of the Section’s corporate/operational plan and budget ensuring the work of the Section is carried out according to plan and agreed targets achieved;
  • Provides technical advice to the Director, Portfolio Agencies and other relevant personnel on monitoring and evaluation process;
  • Develops, implements and maintains frameworks and procedures to guide the operations of the M&E process within the Ministry;
  • Represents the Ministry at local and international meetings, conferences and other functions as required;
  • Oversees the establishment and maintenance of the Ministry’s monitoring and evaluation process;
  • Prepares and submits performance and other reports as required and ensures timely submission of all documents/information requested from the Section.

 

Technical Responsibilities 

  • Develops and implements the Ministry’s results-based M&E framework and mechanisms for the Ministry and its portfolio agencies;
  • Support health system baseline assessments, including approaches like stakeholder mapping, social network analysis, system mapping, causal loop diagrams, dataset review, data collection (quantitative / qualitative), survey design, key informant or focus group discussions;
  • Manages the technical work related to performance monitoring and evaluation;
  • Designs, data analysis, and report writing aspects in relation to the monitoring of activities and processes; 
  • Identifies the key performance indicators and parameters for monitoring performance and achievement of targets;
  • Identifies and communicates risks associated with policy and programme implementation;
  • Support end line programme evaluations to evaluate overall contributions to health market changes. This includes an ability to design quasi-experimental or non-experimental mixed method research protocols, sampling methodologies, and data collection instruments;
  • Develops systems and tools for monitoring and evaluating health policies, programmes and projects;
  • Develops monitoring and impact indicators to measure project success and the achievement of the Ministry’s objectives;
  • Participates in the strategic reviews of the Ministry and its entities;
  • Develops and strengthens monitoring and evaluation procedures;
  • Conducts impact analysis of implementation of policies and relevant programmes of the Ministry;
  • Provides monitoring and evaluation support to Divisions and Agencies to guide their operational strategies;
  • Designing and carrying out training workshops for national counterparts;
  • Establishes and maintains an overall M&E reporting system, including overall data collection and reporting strategies across various programmatic initiatives to ensure standard M&E procedures and guidelines;
  • Monitors and evaluate overall progress on achievements of results;
  • Reports on the extent and significance of variations between targets and results;
  • Overseas the conducting of root cause analysis and provide feedback on a periodic basis in order to carry out corrective actions if any;
  • Develops M&E reference guides, assessment tools, data collection forms and other related documents and materials;
  • Keeps abreast of external trends and policy environment that impact directly on the portfolio responsibilities of the Ministry.
  • Prepares individual workplan in alignment with operational plan of the Branch.

 

Other Responsibilities 

  • Such other related duties and responsibilities as may be required from time to time. 

 

AUTHORITY:

  • Recommends budgetary requirements for Section;
  • Approve target and objectives for Section;
  • Determine approaches to the implementation of the monitoring and evaluation agenda;
  • Recommends disciplinary action in keeping with human resource policies and procedures.

  • Monitoring and evaluation framework developed in accordance with established guidelines;
  • Monitoring and evaluation manual and toolkits developed in keeping with agreed timeframe;
  • Accurate and comprehensive reports prepared and submitted within the agreed time frame;
  • Technical advice provided are sound and evidence based;
  • Key performance indicators developed and communicated;
  • Risk management strategies developed;
  • Robust performance indicators and targets developed and linked to priorities and follow SMART and CREAM rules;
  • Reports are evidence based and produced within agreed timeframes;
  • The extent to which confidentiality, integrity and sensitivity are displayed in the execution of duties.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Master’s Degree in Management Studies, Economics, Social Sciences or equivalent qualifications;
  • Training in results-based/performance monitoring and evaluation or research;
  • Four (4) years’ experience working in a similar capacity with two (2) years being at the managerial level.

 

OR

  • Bachelor’s Degree in Management Studies, Economics, Social Sciences or equivalent qualifications;
  • Training in results-based/performance monitoring and evaluation or research;
  • Six (6) years’ experience working in a similar capacity with three (3) years being at the managerial level.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software.  The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines, which will result in high degrees of pressure, on occasions. May be required to work outside of the normal working hours.
