JOB PURPOSE
Under the leadership and direction of the Senior Director, Health Infrastructure Project Management & Implementation, the Senior Project Analyst (Architecture) is responsible for providing a range of architectural and architecture related services and other technical activities relating to the execution of health infrastructure projects, and project delivery management. This includes managing client relationships, analyzing design proposals and architectural drawings, developing and presenting design proposals and architectural drawings, specifications, construction documents and contract administration.

KEY RESPONSIBILITY AREAS
Technical/Professional Responsibilities
- Participates as a member of multi-disciplinary project teams involved in evaluating project ideas and developing project profiles for approval by senior management;
- Designs and prepares drawings for publication, specifications and construction documents for capital projects as assigned by the Senior Director, Health Infrastructure Project Management & Implementation;
- Liaises with Quality Surveyor to ensure preparation of Bills of Quantities for the architectural components of assigned capital projects;
- Reviews architectural plans, drawings and submissions to ensure that they meet specification;
- Participates in the preparation and evaluation of pre-qualification and tender documents for construction projects undertaken by the Ministry of Health & Wellness (MOHW) and Regional Health Authorities (RHAs);
- Liaises with contractors on building sites to ensure that the work is carried out in accordance with specifications and approved plans;
- Attends site meetings and carry out on the spot inspections;
- Collaborates with the Senior Project Analyst (Engineering) and Senior Project Monitoring Analyst to ensure the compliance of contractors with the terms and conditions of their contracts;
- Provides architectural support for all capital projects being undertaken by the MOHW and RHAs;
- Verifies payment vouchers submitted by contractors and recommends payment for architectural works carried out;
- Monitors implementation plan to ensure the work is carried out in keeping with agreed schedules;
- Develops technical requirements during the procurement process for external architectural services;
- Collaborates with the Senior Project Analyst (Engineering), Senior Project Monitoring Analyst and Quantity Surveyor to create project plans;
- Advises the Chief Technical Director and the Senior Director, Health Infrastructure Project Management & Implementation;
on all technical matters relating to architecture;
- Ensures that the architectural designs are in compliance with national building codes and full compliance with health and safety legal requirements and procedures;
- Carries out inspections of the structure, and use-feasibility of buildings being considered for rent or purchase for health facilities;
- Makes recommendations on the suitability of premises to the Senior Director, Health Infrastructure Project Management & Implementation;
- Prepares status reports as required, and submits to the Senior Director, Health Infrastructure Project Management & Implementation;
- Keeps abreast of developments in the field of architecture and civil works;
- Interprets development concepts, plans and designs for implementation in health infrastructure construction projects;
- Provides professional advice and guidance to wide range of internal and external stakeholders (such as: Strategic Planning, Public Procurement, Finance & Accounts, Clinicians, ) on architectural matters and processes;
- Documents and utilises learnings from the health infrastructure project engineering work to influence future planning and improvements;
- Produces high-quality project reports on architectural findings/recommendations that support the initiatives’ priorities and further evidence-based decision making;
- Embraces a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met;
- Maintains liaison and linkages with MDAs, Statutory Bodies, Private Sector and Non-Governmental Organizations on architectural matters to ensure coordinated synergies;
- Keeps abreast of architectural matters, GOJ policy changes, and health infrastructure initiatives to ensure adherence to international standards.
PERFORMANCE STANDARDS
- Major structures for capital projects designed and drawn in keeping with specifications and are consistent with the relevant codes and regulations;
- Architectural plans, drawings and submissions reviewed, meet specifications and are consistent with the Town Planning Code, the National Building Code and other relevant codes;
- Implementation plan monitored in keeping with established guidelines and agreed schedules;
- Architectural support provided as the need arises;
- Inspection of structure to ensure the suitability of premises for rent or purchase carried out in keeping with established guidelines;
- Preliminary budget estimates prepared within the specified time frame;
- Advice given is technically sound;
- Monthly Progress Reports are comprehensive, accurate and submitted within specified time frame.
- Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
- Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
- Reports are comprehensive, accurate and submitted within the required timeframes;
- Stakeholder relationships established and maintained in a harmonious and productive manner;
- Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted within specified timeframes;
- Individual Work Plans developed in conformity to established standards and submitted in accordance to agreed standards and within specified timeframes;
- Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Architecture from an academic institution accredited by the Jamaica Institute of Architects;
- Formal training in project management from an academic institution would be an asset;
- Five (5) years’ working experience creating architectural plans and drawings.
