Senior Quality Management Officer (Compliance & Risk) (GMG/SEG 4) (Band 10) (Vacant)

(Salary: $6,333,301.00 per annum)

 

JOB PURPOSE 

Under the leadership and direction of the Senior Director, Health Infrastructure Standards and Quality Management, the Senior Quality Management Officer (Compliance & Risk) is responsible for ensuring the health infrastructure development and maintenance ecosystem adheres to legal, regulatory, and the Ministry’s policy requirements. The Senior Quality Management Officer (Compliance & Risk) develops and operationalises risk frameworks, conducts compliance audits, oversees corrective actions, and engages key stakeholders to foster a culture of continuous improvement across the Ministry and its agencies.

 

KEY RESPONSIBILITY AREAS

 

Technical/Professional Responsibilities

  • Manages, executes, and evaluates risk and compliance frameworks specific to health infrastructure planning, development, and maintenance;
  • Designs and executes compliance audit schedules in accordance with statutory requirements, internal policies, and international best practices;
  • Investigates incidents of non-compliance; documents findings and recommends corrective actions; 
  • Assesses the effectiveness of control measures, quality systems, and protocols governing infrastructure delivery and maintenance and its impact on health infrastructures and; and provides advice to management on the adequacy, quality and appropriateness of relevant procedures;
  • Monitors emerging compliance risks and provides mitigation strategies aligned with policy, legal frameworks, and operational constraints;
  • Conducts environmental and safety risk and compliance reviews for projects involving built infrastructure, equipment, and related assets;

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE   

  • Bachelor’s degree in Public Health, Risk Management, Public Policy, Engineering, Management, Quality Assurance or a related discipline;
  • Certification in Risk Management, Project Management, Compliance, or Quality Management Systems (e.g., ISO, PMP, Six Sigma) would be an asset;
  • Five (5) years’ experience in procurement compliance, risk management, project management and/or quality assurance, preferably in health or infrastructure sectors.
