 The Ministry of Health & Wellness is the pre-eminent Government entity whose mandate is “To ensure the provision of quality health services and to promote healthy lifestyles and environmental practices”. The Ministry, together with its Regional Health Authorities (RHAs), Agencies and related organizations make up the public health system and are responsible for health care delivery across the island.

The Ministry of Health and Wellness is seeking to identify a motivated, result-orientated, and qualified professional to fill the following vacancy:

DIGITAL MARKETING SPECIALIST [MCG/IE 4]

Background

The Digital Marketing Specialist is required to communicate using digital and new media effectively, timely and comprehensively to the Ministry’s external ‘publics’, in order to increase awareness about its portfolio responsibilities, policies, plans and programmes with a view to changing behavior.

Objectives of the Role

  • To improve reach and engagement rates by developing unique visual content (photos, memes, and videos) for the MOHW’s social media profiles
  • To develop/maintain online relationships with stakeholders through consistent interactions.
  • To provide online coverage of MOHW events/activities through live tweets/photos/videos.

Scope of Work

  • Promotes the Ministry through its digital media platforms and provides report on promotional activities including analytics
  • Developing and implementing the MOHW’s digital media strategy by:
    • Examining content for and monitors interactions with the public via digital media
    • Monitoring range of digital media accounts, simultaneously
    • Helping to grow digital reach, engagement, and referral traffic 
    • Driving  engagement and conversations to influence behavior change 
    • Monitoring effective benchmarks (best practices) for measuring the impact of digital media campaigns 
  • Coordinates the production of electronic brochures, handouts, promotional videos, photographs, and other multimedia publication for the Ministry.
  • Organises  digital media  coverage for special events such as open days, visits, exhibitions, World Days and functions
  • Assists in developing and implementing strategies for the Ministry’s brand inclusive of its agencies, department and divisions.
  • Boost posts on social media platforms within available budgetary allocations.

 Specific Outputs/Deliverables

  1. Social media strategy
  2. Nine Monthly social media content plan/schedule.
  3. Minimum of 13 Artwork and messages for daily social media placements (photos, memes) posted monthly
  4. 20 pieces of Artwork for social media sponsored advertisements posted.
  5. Minimum of Concepts and scripts for videos.
  6. Minimum of 10 Photographs, tweets, and videos (reels) from MOHW events.
  7. Nine Monthly social media report submitted 5 days after the month end.
  8. Nine invoices submitted with monthly report.  

Reporting Relationship

The Digital Marketing Specialist shall report to the Director, Public Relations and Communication

Contract Period

The contract will be for a period of two years effective July 1, 2023.

Payment Schedule

Invoices are to be submitted with monthly report by the 5th day of the month after.

 

Evaluation Criteria

The consultant must obtain 70% or greater to be considered.

Performance Criteria:

The timely and satisfactory completion of all approved deliverables.

Provision of Requisite Tools and Materials

The Procuring Entity shall provide the necessary tools for completion of all deliverables including cell phone with Internet access, camera, and desktop computer with Adobe Suite. The Agency will also ensure access to the Agency’s website, social media profiles and passwords as necessary for the successful completion of the deliverables.

Minimum Qualifications and Experience

  • A Bachelor’s degree in Integrated Marketing Communication, Digital Media Production, Marketing, Digital Marketing, Journalism or any other related field.
  • At least 2-3 years working experience in a similar position conceptualizing, designing, and developing social media content and brand awareness.
  • Candidate must possess certification or training in relevant areas including graphic design, public relations, marketing, digital marketing, communications, or related discipline.
  • Excellent written and personal communication skills.

Specific Conditions associated with the job

  • Typical office working environment, no adverse working conditions.
  • Will be required to occasionally work beyond usual working hours
  • Will be required to travel the island as necessary
