TERMS OF REFERENCE – Junior Architect Cornwall Regional Hospital Rehabilitation Project

1.0 project Background

The Cornwall Regional Hospital (CRH), built in 1974, is located two miles from the centre of Montego Bay, on a hill in Mt. Salem. It is a 10 storey, 430-bed capacity multi-disciplinary institution. The Cornwall Regional Hospital is a Type ‘A’ hospital providing specialist services, and is the only hospital outside of Kingston providing most of the specialist services.

There have also been reports of indoor air quality (IAQ) concerns from the 1st – 4th  floor since 2009 affecting the first floor – Radiotherapy; second floor – Western Regional Health Authority (WRHA), Laboratory and Accounting Department; third floor – Radiology; and the fourth floor — offices of the Senior Medical Officer.

 

1.0 JOB PURPOSE

Provides support to the Project Architect and design team with design data, drawings, specifications, and presentations. The Junior Architect will also aid in the printing, sharing, reports, and filing of design documents.

 

2.0 MAIN RESPONSIBILITIES OF THE JUNIOR ARCHITECT

The main responsibilities of the Junior Architect to be achieved are given below:

  • Provides support to Project Architect and Project Manager.
  • Reviews Clerk of Work reports and activities and certifies satisfactory completion
  • Supports the Project Manager/Project Architect in ensuring that all issues are identified, tracked and managed, ensuring that the required follow-up activities are identified and completed
  • Assists in the review of the design proposals
  • Preparation of reports
  • Preparation of presentations
  • Assist in conducting and attending regular meetings, including the MoH&W Projects Unit and contractor meetings
  • Compile data for architectural documentation, specifications, cost estimates, reports, etc.
  • Assists in the preparation of as-built drawings, where none are available.
  • Assists in the preparation of design development drawings
  • Assists in conducting studies of the project to obtain information as to space and design requirements, obtaining measurements, and making sketches to aid in the preparation of construction/working drawings
  • Assists in the preparation and compilation of “record” drawings on completion of construction.
  • Assists in developing and/or coordinating the development of detailed working drawings and specifications after approval for the project has been obtained.
  • Reviews shop drawings, specifications, cost estimates, and construction material recommendations submitted by external Architects and contractors to ensure adherence to contract and notify the Architect of discrepancies.
  • Draft required communication to consulting and contracting teams as needed in response to the identified discrepancies, problems and issues for dispatch by the Project Manager

 

3.0 REPORTING

  • The Junior Architect will report to the Project Architect. At critical milestones during the project phase, the Junior Architect will assist with Project Architect with the preparation of architectural documentation with timelines for the production of key deliverables. In addition, the Junior Architect will support the design team with drawings, specifications, reporting, printing, and filing.
  • Prepare daily, weekly and detailed monthly reports for submission on construction activities and deliverables
  • Contribute to a detailed photographic register of all project activities and work with the administrative team to support this activity
  • In consultation with the Project Architect and Project Manager work with all consultants and Ministry personnel to update reports needed for effective management of the project

 

4.0 QUALIFICATIONS AND OTHER REQUIREMENTS

  • Bachelor’s Degree in Architecture or related Built Environment field
  • Five (5) years of architectural experience including the use of related technology; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
  • Understand the GOJ Procurement Guidelines and Procedures
  • Have a good understanding of GOJ procedures relating to contract administration
  • Knowledge of project management principles and practices
  • Must have excellent oral and written communication skills
  • Ability to effectively work in a Team
  • Ability to plan, organize and collaborate with others effectively

 

5.0 EXPERIENCE AND COMPETENCIES

  • Proficient in AutoCAD, and/or other architectural software
  • Experience and/or working knowledge in the use of Microsoft Office (Word, PowerPoint, and Excel), Microsoft Projects
  • Experience and/or working knowledge of Estimating, Costing, and Bills of Quantities
  • Willingness to work as a team member in a dynamic project environment
  • Must be self-motivated and able to work without constant supervision
  • Training or experience in Healthcare facility planning and design is an advantage
