Applications are invited from suitably qualified persons to fill the position of Manpower Planner (GMG/SEG 2) (Band 8) – not vacant, in the Corporate Services Division (Human Resource Management & Development Branch) of the Ministry of Health & Wellness, with salary at the rate of $3,332,803 – $4,482,249 per annum.

JOB PURPOSE

Under the supervision of the Director, Human Resource Planning and Development, the Manpower Planner formulates manpower plans and forecasts in order to provide adequate numbers of qualified and competent professionals, for effective utilization of existing human resource capacity and development; implements strategies that will ensure that the Ministry has the required skills to meet current and future human resource needs.

Key responsibility areas

 

Management/Administrative Responsibilities

  • Participates in the development of the budget for the Unit;
  • Participates in the development of the Strategic and Operational Plan for the Unit;
  • Prepares Individual Workplan. 

 

Technical/Professional Responsibilities

  • Identifies Health Sector  needs through assessment and diagnosis of the Health System and proposes strategies and technologies to satisfy the needs;
  • Formulate plans to meet the Ministry’s Manpower requirements in alignment with the Ministry’s objectives;
  • Conducts annual research to inform the development of planning policies for the Ministry;
  • Establishes and develops human resource policies and procedures;
  • Manages Manpower planning process and implementation of the manpower plan;
  • Utilizes the Human Resource Management Information System to undertake continuous review and analysis of current data on numbers skills, education, experience, and age distribution of health personnel in meeting the needs of the health sector;
  • Reviews and discusses manpower planning issues with the Principal Director, Corporate Services, Senior Director, Human Resource Management and Development and  Director, Human Resource Planning and Development  and submits recommendations;
  • Assists with the formulation of Human Resource Development Policies for the National Health Sector;
  • Collaborates with the Director, Human Resource Planning and Development and the Director, Human Resource Management to develop and implement Succession Plans to ensure the availability of competent persons to fill key positions in the future;
  • Collaborates with the Director, Human Resource Management in selecting & recruiting qualified personnel;
  • Participates in interviewing panels;
  • Provides information/data on the Health System, requested by local and international agencies, as directed;
  • Collaborates with the Director, Human Resource Planning and Development, to determine the appropriate education/training and financial resources required to achieve the projected manpower needs;
  • Collaborates with the Regional Health Authorities to ensure that placement of technical staff requiring internship and employment occurs.
  • Represents the Ministry at meetings, conferences and workshops with external agencies relevant to Human Resource Planning in order to influence decisions regarding modifications and improvements in the Health Ministry;
  • Prepares and submits the request for post operation to the Ministry of Finance & the Public Service;
  • Prepares and submits monthly reports on Manpower Planning activities to the Director, Human Resource Planning and Development.

 

Minimum Required Education and Experience 

  • BSc. in Human Resource Management/Public Administration/Social Sciences; and
  • Formal training in Human Resource Management with four (4) years experience at the supervisory level
