JOB PURPOSE
Under the direction and leadership of the Chief Technical Director, Health Infrastructure Planning & Project Management, the Senior Director, Health Infrastructure Project Management & Implementation is responsible for the overall leadership, co-ordination and liaison with key stakeholders concerning the implementation of health infrastructure project teams, overseeing project lifecycle, financial and administrative oversight, reporting, monitoring and evaluating. The role strategically leads activities for the selection, procurement and delivery of health infrastructure projects in accordance with policies, guidelines and standards.

KEY RESPONSIBILITY AREAS
Technical/Professional Responsibilities
- Leads the development of detailed health infrastructure project implementation plans and conceptual designs aligned with the agreed scope and resources and directs deliverables according to plans;
- Leads the establishment of the health infrastructure project implementation schedules and determines each phase and the methodology and resources required for each implementation stage;
- Oversees management approaches to track health infrastructure project lifecycle and makes necessary adjustments to stay on schedule and within budget;
- Recommends changes to the project if it appears it is not proceeding on schedule or is producing unsatisfactory results;
- Leads the development monitoring and evaluation plans for the successive phases of the project to capture project performance and results;
- Provides oversight of the health infrastructure project implementation, including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions and statements, public procurement, execution of project plans, and project performance;
- Reviews project plans, conceptual designs and activities to ensure adherence to the health infrastructure project plans and programmes;
- Leads mechanisms that ensures health infrastructure project implementations are completed per specified standards, requirements, and frameworks;
- Leads the management of risks/potential problems associated with the various components/phases for implementing health infrastructure projects and provides coordinated solutions where applicable;
- Leads the communication, reporting, and make presentations to the CTD, PS and key stakeholders concerning the implementation and administration of major health infrastructure projects;
- Champions the enhancement of collaboration among stakeholders, project teams, MoHW executive management, RHAs, MoFPS, inter alia to minimize the diversion of project outcomes from expected results;
- Oversees the contracting and management of external consultancy, agencies, and service providers;
- Partners with PFO, Strategic Planning and Public Procurement in the operational management of health infrastructure project implementation funds, e.g., budgeting/forecasting, documentation, and spending per established GOJ guidelines and policies;
- Defines and analyses the project budget to ensure that funds are used according to the funding contracts and propose corrective actions if needed;
- Leads the preparation of monthly budget variance report and share it with the CTD, PS, project teams and other critical stakeholders;
- Ensures adherence to the budget by monitoring expenses and implementing cost-saving measures as needed;
- Gathers and analyses data to identify areas for improvement and develop solutions to keep the health infrastructure project implementation on budget and schedule;
- Provides accurate and timely reporting of financial deliverables and obligations;
- Ensures the timely execution and control of monthly/quarterly/yearly accountancy closure, financial reports, audits, and all service contracts for the project site;
- Influences the financial performance of crucial capital expenditure proposals by providing financial and relevant recommendations to key internal and external stakeholders;
- Directs the creation of systemic approaches that embrace a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met;
- Ensures that information is collected, and data tabulated from all available sources to be analysed and utilized in the development of health infrastructure programmes and policies that drives efficiency and effectiveness in the MoHW and its subjects;
- Establishes and maintains linkages with other State Agencies relevant to the work of the Ministry and the Branch;
- Establishes and maintains linkages with private sector stakeholders relevant to the work of the Ministry and the Branch;
- Establishes and maintains linkages with international organization relevant to the work of the Ministry and the Branch;
- Provides expert advice, briefings and support to the CTD and Permanent Secretary on all matters relating to health infrastructure project management and related matters;
- Establishes and maintains linkages with similar international organizations to keep abreast of external trends and health infrastructure project management environment that impact directly on the portfolio responsibilities of the Ministry.

- Stakeholder Relationships established and maintained in a harmonious and productive manner;
- Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Master’s degree in Civil Engineering, Engineering, Project Management, Public/Business Administration or equivalent discipline;
- Project Management Certifications:
- Certified Associate in Project Management (CAPM)
- Project Management Professional (PMP)
- Certification in Leadership and Change Management;
- Five (5) years’ experience in managing, designing, implementing, and evaluating large and multidisciplinary projects.
OR
- Bachelor’s degree in Civil Engineering, Engineering, Project Management, Public/Business Administration or equivalent discipline;
- Project Management Certifications:
- Certified Associate in Project Management (CAPM)
- Project Management Professional (PMP)
- Certification in Leadership and Change Management;
- Eight (8) years’ experience in managing, designing, implementing, and evaluating large and multidisciplinary projects.
