JOB PURPOSE
Reporting to the Director, Human Resource Planning and Development, the Senior Human Resource Development Officer will be responsible for coordinating and delivering training, evaluating training functions and managing the training needs information. The incumbent will also assist with all the functions and general operations of the Human Resource Planning and Development Unit.

- Training plans and programmes developed, implemented and evaluated;
- Training manuals developed and maintained;

- Recommendations/advice given;
- Training committee activities executed;
- Monthly/Quarterly/Annual Reports prepared and submitted;
- Individual workplan prepared.
Key responsibility areas
Management/ Administrative Responsibilities
- Participates in the development of the Operational Plan for the Unit;
Technical /Professional Responsibilities:
- Disseminates Circulars and Training Brochures to general staff;
- Prepares and circulates Training Schedules;
- Submits applications to the MIND and other training institutions for staff selected to pursue training courses.
- Liaises with funding agencies to investigate possible scholarships, fellowships and funding to facilitate training.
- Investigations on applicants for sponsorship and, or, study leave and day release are carried out, and feedback ascertained and acted upon in a timely manner;
- Responses or feedback from training meetings (Decisions) are sent to the Regional Training Managers, Bonding Office, Office of the Services Commissions and all other relevant bodies or persons, within the stipulated time frame;
- Participates in the selection of candidates for the training programmes;
- Prepares and disseminates DM schedules for presentation to Training Committee;
- Process and submits DM training schedule to UWI for feedback on selection.
- Organizes and Conducts Orientation for new employees and Holiday Workers;
- Organizes training seminars to sensitize staff who will be retiring;
- Uploads approvals for study leave & Day Release to MyHR+ and update the platform;
- Submits all applications received from Regions to Training Committee for approval.
- Prepares commitment letters for the respective institutions
- Processes applications for refund of tuition
- Ensures that all circulars pertaining to training are circulated to the Regional Health Authorities.
- Represents the Ministry at meetings, conferences, and opening/closing ceremonies relevant to training.
- Submits monthly/quarterly/annual reports on training activities to the Director, Human Resource Planning and Development.
- Prepares individual workplan.
Minimum Required Education and Experience
- BSc. in Human Resource Development/Management/Management Studies or equivalent
- Train the Trainer certification or its equivalent and three (3) years working experience in a related field;
- Experience in the development of training programs would be an asset;
- Any equivalent combination of education, training and experience
