JOB PURPOSE
Under the leadership and direction of the Senior Director, Health Infrastructure Standards and Quality Management, the Senior Quality Management Officer (Compliance & Risk) is responsible for ensuring the health infrastructure development and maintenance ecosystem adheres to legal, regulatory, and the Ministry’s policy requirements. The Senior Quality Management Officer (Compliance & Risk) develops and operationalises risk frameworks, conducts compliance audits, oversees corrective actions, and engages key stakeholders to foster a culture of continuous improvement across the Ministry and its agencies.
KEY OUTPUT

- Environmental management policy related to health infrastructure systems/solutions formulated;
- Environmental health impact assessments initiated and conducted;
- Technical advice/information provided;
- Reports, Cabinet Submissions/Notes, technical papers, and publications prepared and issued;
- Corporate/Operational Plans and Budgets developed and managed;
- Annual/Quarterly/Monthly performance reports prepared;

KEY RESPONSIBILITY AREAS
Technical/Professional Responsibilities
- Manages, executes, and evaluates risk and compliance frameworks specific to health infrastructure planning, development, and maintenance;
- Designs and executes compliance audit schedules in accordance with statutory requirements, internal policies, and international best practices;
- Investigates incidents of non-compliance; documents findings and recommends corrective actions;
- Assesses the effectiveness of control measures, quality systems, and protocols governing infrastructure delivery and maintenance and its impact on health infrastructures and; and provides advice to management on the adequacy, quality and appropriateness of relevant procedures;
- Monitors emerging compliance risks and provides mitigation strategies aligned with policy, legal frameworks, and operational constraints;
- Develops and monitors key risks indicators for the Division and risk registers for all Divisional projects;
- Leads root-cause analysis and systems-level reviews to address critical failures or quality breaches within infrastructure-related processes;
- Prepares health infrastructure policy documents, guidelines, pamphlets and brochures relating to environmental health matters;
- Conducts risk and compliance reviews related to TOR of reference development, project planning and analysis, public and project procurement, contract management, and contractor/consultant performance;
- Assists with the preparation and reviews TORs for the procurement of health infrastructure, equipment, and services ensuring risk mitigation and regulatory compliance;
- Conducts environmental and safety risk and compliance reviews for projects involving built infrastructure, equipment, and related assets;
- Prepares Risk Report for the Enterprise Risk Management (ERM) Unit and the ERM Committee on the strategic and operational risks for the Division;
- Identifies and recommends relevant action to address poor environmental performance of health infrastructure systems to ensure the environment and human health is protected;
- Undertakes investigations and recommends future actions, including policy formulation training, regulatory or non-regulatory actions, to deliver effective compliance with legislative responsibilities concerning environmental management matters impacting health infrastructure development and maintenance;
- Reviews bid documentation, evaluation reports, and contracting strategies for alignment with risk and compliance frameworks;
- Monitors and evaluates the performance of contractors and consultants to ensure adherence to quality standards and contractual obligations related to health infrastructure matters;
- Builds a records and resources database with detailed records on compliance metrics, audit findings, corrective actions, and risk events to support evidence-based decision making;
- Conducts capacity assessments of Regional Health Authorities to determine readiness and compliance levels with regulatory and contractual obligations;
- Collaborates with technical and procurement teams to ensure tenders and specifications meet regulatory and risk mitigation standards;
- Keeps abreast of environmental and safety issues, GOJ policy changes, and health infrastructure initiatives to ensure adherence to international standards and competitiveness.

- Relevant risk assessments integrated into infrastructure project evaluations;
- Reports are comprehensive, accurate, technically sound, timely, and support high-level decision-making;
- Environmental management risk assessment undertaken through the application of evidence-based method, agreed guidelines and timeframes;
- Environmental health impact assessments initiated and conducted through the application of evidence-based method, agreed guidelines and timeframes;
- Stakeholder engagement activities conducted in a manner that fosters participation and accountability;
- Training initiatives delivered with measurable improvements in compliance and risk practices;
- Records maintained with completeness, accuracy, and integrity;
- Records and statistics on risk and compliance matters impacting the development and maintenance of health infrastructure prepared and maintained according to established principles, guidelines and timeframes;
- Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
- Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
- Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
- Individual Work Plans developed in conformity to established standards and within specified timeframes;
- Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff;
- Work Plan activities are executed efficiently and meet defined standards of quality.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Public Health, Risk Management, Public Policy, Engineering, Management, Quality Assurance or a related discipline;
- Certification in Risk Management, Project Management, Compliance, or Quality Management Systems (e.g., ISO, PMP, Six Sigma) would be an asset;
- Five (5) years’ experience in procurement compliance, risk management, project management and/or quality assurance, preferably in health or infrastructure sectors.
