Terms of Reference – Clerk of Works Cornwall Regional Hospital Rehabilitation Project

1.0 Project Background

The Cornwall Regional Hospital (CRH), built in 1974, is located two miles from the centre of Montego Bay, on a hill in Mt. Salem. It is a 10 storey, 400-bed capacity multi-disciplinary institution. The Cornwall Regional Hospital is a Type ‘A’ hospital providing specialist services, and is the only hospital outside of Kingston providing most of the specialist services.

There have also been reports of indoor air quality (IAQ) concerns from the 1st – 4th  floor since 2009 affecting the first floor – Radiotherapy; second floor – Western Regional Health Authority (WRHA), Laboratory and Accounting Department; third floor – Radiology; and the fourth floor — offices of the Senior Medical Officer.

 

2.0 JOB PURPOSE

Oversees the quality and safety of work on a construction site, making sure that building plans and specifications are being followed correctly.

 

3.0 MAIN RESPONSIBILITES OF THE CLERK OF WORKS

  • Organize work plan and coordinate with Project Manger
  • Provide adequate supervision to all site activities and ensure they meet the building codes and all safety compliance requirement
  • Accountable for the safety of all personnel and security of material on site, instruction given and assign work to be executed
  • Responsible for all walk-through and ensure its completed in a timely manner while prioritizing all onsite visits
  • Abide by the schedule of construction activities
  • Coordinate the delivery of all materials, check deliveries against purchase orders to ensure correct and accurate delivery
  • Inspect each phase of the project to determine if the required standard are met and complete on schedule
  • Advise Project Manager of each discrepancies as they may arise during construction
  • Maintain a site diary/site log
  • Ensure all variations are approved before an instruction is issued

 

3.0 DETAILED SCOPE OF WORK AND DELIVERABLES

The Clerk of Works solely responsible for the project site to which assigned and the scope of work will include:

  • Assist in managing daily activities on site along with the Contractor and respective sub-contractors and relative consultants and project personnel
  • Adhere and ensure that works are done in accordance to design specification
  • Assist in material staging, handling and storage
  • Assist in managing all the security related concerns to the project and ensure the safety of all (personnel, equipment and material) resources on site
  • Provide assistance with technical management of construction related personnel and serves as liaison to the MoH&W.
  • Act as liaison between each projects stakeholders
  • Facilitate and coordinate inspections with (NEPA) National Environmental and Planning Agency and other Local Municipal Authorities.
  • Prepare, coordinate, and facilitate site visits for all internal and external stakeholders.
  • Assist in obtaining any and all applicable permits to allow for smooth project implementation of each project phases.
  • Confirm receipt of inventory and segregate all materials in accordance with procurement documents (e.g. purchase orders)
  • Assist in the verification of quotations, invoices, receipts, change orders, variations, and certificate of payments for contractor and submit to the relevant personal for processing and approval
  • Inspect all work and ensure compliance in accordance with quality assurance and quality control plans/procedures as required by design details and specifications
  • Identify and communicate all discrepancies, problems or issues and report same to Project Manager
  • Assist with estimating, scope of work, planning and all activities needed for a timely and cost-efficient project completion
  • Represent the MoHW at meetings as required by the Project Manager.
  • Assist in leading and coordinating daily and weekly site meetings
  • Redline drawings, specifications and other supporting design documents during construction and submit findings

 

4.0 REPORTING

  • Prepare detailed monthly reports for submission on construction activities and deliverables
  • Prepare meeting minutes as specified
  • Document all construction activities with photos and videos, with detailed documentation of problems or issues
  • Maintain daily log of activities and resources (equipment, personnel, etc.), daily weather conditions
  • Perform other duties as determined by the Project Manager.

 

5.0 KEY TASK AND RESPONSIBILITIES

  • Oversee all daily field operations to ensure proper site safety, construction, progress, quality control, housekeeping, and record daily log of all activities;
  • Provide guidance, leadership and direct supervision of site staff, including site supervisors, security team and other construction related personnel;
  • Updating of schedule, including assisting weekly preparation
  • Ensure assigned MoHW job site operations are in compliance with design/specifications, completion on schedule, within budget and to quality standards;
  • Demonstrate and maintain effective and open dialogue with the project team regarding changes in work, job conditions, contractor/subcontractor relations and any deviation in the direction of the project;
  • Work in partnership with project management team and the project stakeholders to maintain an updated and accurate project schedule that reflects the changes in project status.
  • Assist in conducting and attending weekly meetings, including the MoH&W Projects Unit and contractor meetings;
  • Collect and assist in verification of all projects transmittals, submittals, and documents for review and approval
  • Continuously promote positive relations by dealing professionally and fairly with all project stakeholders
  • Inspect and oversee the activities of the contractor for safety regulation compliance and completion of their contractual requirements
  • Supervise receipt of supplies and all other onsite labor for safety, quality, accuracy, and workmanship.
  • Communicate with Project Manager
  • Manage close out process

 

6.0 QUALIFICATIONS AND OTHER REQUIREMENTS

  • in Construction, Civil Works, Civil Engineering with Specialization in building construction
  • Training in Project Management
  • Sound knowledge of Management Principles and Practices
  • In-depth knowledge of Government’s tendering requirement and procedures
  • Ability to plan, organize and coordinate the work of others

 

7.0 EXPERIENCE AND COMPETENCIES

  • At least five (5) years of relevant experience as a construction field officer or supervisor, preferably in government and healthcare related projects
  • Must have a proven record of managing complex projects in occupied spaces
  • Capable of managing/coordinating multiple quick turnaround projects phases simultaneously
  • Demonstrate proficiency in reading and understanding commercial construction plans and specifications
  • Experience using Microsoft Office (Word, PowerPoint, Excel), Microsoft Project, Estimating and quantity take-off, Autodesk AutoCAD version 2010 and newer
  • Knowledge of public safety and security issues and regulations
  • Strong understanding and expression of written and verbal English
  • Driver’s license in good standing,
  • Own a reliable motor vehicle
  • Knowledge in construction methods, practices, schedules, logistics and budgets
  • Adept knowledge of civil, architectural, structural, mechanical and electrical works
