Salary Min: $5,423,316.00, Max: $6,446,618.00 per annum

 

JOB PURPOSE

To formulate a National Waste Management Policy, develop and execute related programmes to prevent the impact on the environment of improperly disposed wastes and the subsequent spread of diseases , nosocomial infections and zoonotic diseases while ensuring that satisfactory health standards are attained and maintained at  disposal sites and other such facilities engaged in the treatment of various waste streams

Key responsibility areas INCLUDES:

  • Provides leadership in developing short and long term strategic objectives for
  • Prepares and presents position papers, as required.
  • Develops the national waste management policy and related programmes aimed at  managing the various waste streams
  • Interprets laws, regulations, and international conventions and regulations and develops and implements compliance and enforcement policies.
  • Advises the Director, Environmental Health on Waste Management issues
  • Provides technical advice to the Director, Standards Research and Development in preparation of standards and protocols to guide the management of waste in health care facilities
  • Provides leadership in the review/update of legislation for the implementation and support of waste management
  • Provides linkages, coordination and follow-up service between the Ministry and the Regional Health Authorities on the implementation of waste management systems
  • Develops and implements systems to maintain an integrated approach to waste management at the ports of entry
  • Liaises with the National Solid Waste Management Authority, the Environmental Management Division, National Environment and Planning Agency ,Airport Authority, Port Authority and other related agencies to ensure compliance with the respective guidelines, Laws and Regulations
  • Monitors and evaluates the implementation of the national waste management delivery system in the Health Regions.
  • Consults with officials of various public and private sector organizations on matters relating to the management of waste
  • Reviews and evaluates reports submitted by Public Health Personnel and provide technical advice and make recommendations for the improvement of the various facilities engaged in the management of waste
  • Consults/liaises with Regional Health Authorities, Port Authority, Airport Authority, Shipping Association of Jamaica and other government and private agencies, to ensure that there is beneficial use of new information technologies and electronic transmission of data in the field of Maritime and Air Transportation and Trade.
  • Manages the Waste Management Information System and use the information for critical review of the National Programme.
  • Liaises/consults with Port Authority of Jamaica, Shipping Association of Jamaica, the various Parks and Markets, the various Parish Councils and other government and private agencies, to ensure that adequate and satisfactory reception facilities and disposal sites are provided for the storage and disposal of aircraft and motor vessel generated wastes.
  • Performs other related duties, as assigned by the Director, Environmental Health

 

Minimum Required Education and Experience 

  • Bachelor’s Degree in Public Health/Environmental Health Science – or
  • Diploma in Public Health Inspection
  • Master’s Degree in Public Health/Environmental Health Science or Equivalent; plus
  • Eight (8) years progressive working experience in Public Health/Port Health – or
  • Any equivalent combination of education and experience
