JOB PURPOSE
Under the direct supervision of the Director, Environmental Health, the Environmental Officer – Solid Waste is responsible for supporting the evaluation of Jamaica’s environmental conditions and contributes to the development of strategies to safeguard public health and environmental quality. The Officer will assists in the formulation of policies, regulations, and programmes for the effective management of solid and hazardous waste, as well as managing initiatives aimed at pollution abatement and environmental protection. The incumbent will also be responsible to provides technical support in addressing issues related to air pollution, strengthens regulatory compliance, and promoting sustainable practices that protect both the population and the natural environment.
KEY OUTPUT
- National policy on Air Pollution, Solid Waste / hazardous waste management and programmes developed
- Domestic, Commercial, Industrial and biomedical wastes management strategies developed
- Waste management standards and regulations adherence monitored
- Technical advice provided; Waste to include Hazardous Waste issues resolved
- Inter-sectoral linkage between the Ministry and other organizations established
- Air quality and waste management monitored
- Indoor/outdoor air and outdoor quality health and safety standards developed
Key responsibility areas INCLUDES:
Technical Responsibilities
- Policies regarding solid/hazardous /toxic waste management at hospitals, industries, agricultural and commercial sites
- Guides inter-sectorial cooperation between the Ministry of Health and other related agencies e.g. National Resources Conservation Authority (NRCA), National Solid Waste Management Authority (NSWMA), National Environmental Planning Agency (NEPA) , Scientific Research Council (SRC), Environmental Management Division (EMD),Planning Institute of Jamaica (PIOJ) etc.
- Develops policies criteria, guidelines and regulations for pollution control and environmental hazards as they relate to waste management and air quality control
- Develops policies and management strategies for the monitoring of domestic, commercial, industrial and biomedical wastes
Minimum Required Education and Experience
- B.Sc. in Environmental Health/Public Health Inspection or in any other relevant area
- A minimum of Five (5) years progressive working experience in the field of Environmental Health
- Training in managerial/specialised certificate and/or post-graduate diploma
- Must be registered with the Council for Professions Supplementary to Medicine
