The Government of Jamaica through the Ministry of Health and Wellness has received financing from the Inter-American Development Bank (IDB), toward the cost of the Support for The Health System Strengthening for The Prevention and Care Management Of Non-Communicable Disease Programme and intends to apply part of the proceeds for the procurement of consulting services.
The consultant will be responsible for providing technical support to the Programme Manager of the Project Executing Unit for the implementation of the IDB Programme (HSSP). Specific focus is required in respect of Component 2 of the Program which relates to the “Improvement of Management, Quality & Efficiency of Health Services.” The consultant is required to place particular emphasis on program goals to strengthen health systems and health care delivery towards prevention, treatment and management of non-communicable diseases.
The Ministry of Health and Wellness now invites interested eligible individuals to indicate their interest in providing the mentioned services by submitting their CVs bearing the requisite experience and qualification. These include:
- A Medical degree and a Master’s degree in Public Health from an approved institution.
- a minimum 8 years’ experience in health systems development and or health services delivery, preferably with at least four years in clinical/programme management of the NCDs
- knowledge and or experience in telemedicine and in-depth knowledge of the Jamaican healthcare system
- Skills in health programme management, quality of care programmes and project management.
The attention of interested Consultants is drawn to paragraph 1.9 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15, March 2019, setting forth the IDB’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultants method and the Eligibility provisions set out in the IDB’s Policies.
