Programme Development Officer (Adolescent, Men & Women Health) (HPC/MO 5)

JOB PURPOSE

To collaborate with relevant agencies and stakeholders in the development and implementation of Adolescent, Men’s and Women’s Health programmes as they relate to the policy priorities and strategic objectives of the Family Health Unit/Ministry of Health and Wellness

KEY RESPONSIBILITY AREAS

1.       Assists the Director, FHU in determining priority programmes to be developed and implemented

 

2.       Assists the Director, FHU in preparing annual budget for programme areas

 

3.       Provides guidance for the development of national programmes and policies to meet the needs of Adolescent, Men’s and Women’s Health, including Sexual and Reproductive Health and Family Planning 

 

4.       Develops gender sensitive programmes to meet the needs of key populations, and that embrace the life course perspective

 

5.       Consults with various technical specialists and experts regarding incorporation of current methodologies for Adolescent, Men’s and Women’s Health services, including Sexual and Reproductive Health and Family Planning services, in policy and procedure manuals

 

6.       Formulates policies and programmes to provide support to vulnerable populations and establishes guidelines for monitoring these policies and programmes

 

7.       Establishes norms and standards to guide the planning and implementation of Adolescent, Men’s and Women’s Health care services, including Sexual and Reproductive Health and Family Planning services

 

8.       Ensures the development and implementation of clinical protocols for the delivery of quality care services

 

9.       Collaborates with the Health Promotion and Protection Branch on the design and development of educational and promotional material and campaigns aimed at encouraging adolescent, men and women to practice healthy lifestyles and ensures utilization at field level

 

10.     Ensures that technical standards are maintained at a high level and provides the necessary technical guidance to technical officers

 

11.     Assists in the development of laws and regulations as they affect certain facets of Adolescent, Men’s and Women’s Health, as well as Sexual and Reproductive Health and Family Planning

 

12.     Reviews and analyses epidemiological, demographic and other relevant data from health regions, parishes, government and international agencies and advises and directs programme changes as required 

 

13.     Formulates methods and procedures for health regions i.e. parishes and hospitals with a view to reduce cost and maximize the utilization of available resources in relation to Adolescent, Men’s and Women’s Health care, as well as Sexual and Reproductive Health and Family Planning services

 

14.     Liaises with Health Promotion and Protection Branch in the development and amendment of policies to minimize or control targeted conditions/ disorders/diseases

 

15.     Oversees the development, monitoring and implementation of norms and standards as they relate to Adolescent, Men’s and Women’s Health, Sexual and Reproductive Health and Family Planning

 

16.     Establishes norms and procedures to identify high-risk patients and ensures proper patient management at appropriate health institutions 

 

17.     Defines the services to be provided at adolescent, adult wellness (men’s and women’s health) and family planning clinics and monitors their implementation

 

18.     Analyses reports from surveillance and information systems and makes recommendations for programme interventions based on available evidence

 

19.     Plans and supports the implementation of special services for adolescents, men and women to address their needs for guidance, counselling, care and support

 

20.     Reviews and updates existing laws and regulations relating to sexual and reproductive health in keeping with the need to protect and enhance the health of women

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

•          A medical doctor fully registered to practice in Jamaica

•          Post graduate training in Public/Community Health or related field

•          Eight (8) years post graduate experience with at least three (3) years in the 

             area of Adolescent, Men’s, Women’s and/or Sexual & Reproductive Health 

•          Postgraduate training in Gynecology, Urology or Family Medicine would  

              be an asset

•          At least two (2) years’ experience at the senior management level 

•          Experience in forecasting and budget preparation would be an asset

•          Any equivalent combination of education and experience
