Programme Officer – Vulnerable Population (HPC/HPE 3) (Level 12) (Vacant)

(Salary: $5,055,684.00 per annum)

JOB PURPOSE

eporting to the Prevention Programme Manager, the incumbent is responsible for strengthening prevention efforts for populations vulnerable to HIV, Sexually Transmitted Infections, and Tuberculosis by providing support to prevention programme design and implementation.

 

KEY OUTPUTS

  • Programme Plan for the prevention of HIV, STIs, and TB among vulnerable populations developed
  • Standardized package of prevention services for vulnerable populations to include a network of service providers across government and civil society established. 
  • Training materials in providing appropriate services for populations vulnerable to HIV/STI/TB including but not limited to the disabled, youth, homeless, aging population, persons with chronic diseases, women and girls developed.
  • Monthly progress reports submitted

 

Key responsibility areas INCLUDES:

    A. Management / Administrative Responsibilities

  • Participate in the planning of interventions and monitor activities designed for vulnerable populations.
  • Activities completed within established time frames
  • Monitoring and progress reports completed on time

 

    B. Technical Responsibilities

  • Coordinate the development of programmes/interventions and activities targeting vulnerable populations.
  • Organize periodic consultations with key stakeholders to gather inputs on programme design, as necessary.
  • Liaise with the Ministry of Education and Youth to monitor and strengthen the implementation of the Health and Family Life (HFLE) curriculum.
  • Liaise with GoJ counterparts for the inclusion of HIV, STI and TB prevention and control programmes designed for the aging population, women and girls, people with disabilities, and the homeless among other vulnerable groups.
  • Collaborate with programme implementers and partners to devise approaches to increase HIV/STI/TB screening, and linkage to treatment and care and other services for vulnerable populations.
  • Coordinate the development of content for the HSTU-hosted websites/pages relating to vulnerable populations
  • Support the management of social media platforms, content and distribution for the HIV/STI/TB Unit.
  • Assist with the development and placement of campaigns to improve knowledge and reduce risk behaviours among vulnerable populations.
  • Assist with compilation of HSTU annual reports for publication.

 

Other Responsibilities

  • The incumbent may, from time to time, be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

 

PERFORMANCE STANDARDS

  • Standard package of prevention services developed for vulnerable populations
  • IEC materials developed
  • HSTU webpage updated routinely
  • Timely submission of monthly reports

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in Psychology, Education, Guidance and Counselling, Media and Communications, Social Marketing, Social Work or related field
  • Three (3) years’ experience working in sexual and reproductive health, public health, social development, media and communications or related areas. 
  • Three (3) years’ experience working with vulnerable populations.
