The Government of Jamaica, through the Ministry of Health and Wellness, has received financing from the Inter-American Development Bank (IDB) toward the cost of the Support for The Health System Strengthening for The Prevention and Care Management of Non-Communicable Disease Programme (HSSP) and intends to apply part of the proceeds for the procurement of consulting services.

The objective of the Social Specialist position is to lead the overall Social Management responsibilities of HSSP. The consultant will participate in the implementation of all Environmental, Social, Health and Safety (ESHS) aspects of the Programme following the requirements and scope of activities contained in the Environmental and Social Review Summary (ESRS), and the Environmental and Social Management Plan (ESMP).

The Ministry of Health and Wellness now invites interested eligible individuals to indicate their interest in providing the mentioned services by submitting their CVs bearing the requisite experience and qualifications. These include:

  • At a minimum, Bachelor’s Degree in Sociology, Anthropology, Social Sciences, or a related
  • At least two (2) years of demonstrated experience in projects dealing with livelihood restoration and socioeconomic risks associated with construction.
  • At least two (2) years of experience and working knowledge of the relevant environmental and social policies of the Government of Jamaica.
  • At least two (2) years of experience in the knowledge and development of social impact assessments (ESIA) and social management plans (ESMP).

This procurement process is governed by the IDB’s Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9, March 2011, and interested consultants are advised to keenly observe paragraphs 1.9 and 1.11 thereof, which sets forth the IDB’s policy on conflict of interest and eligibility respectively. A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the said Policies.
